# Neutrality Watch proposal

## About Neutrality Watch

Few days ago we won a first prize in **Lido RFP: Ethereum censorability monitor:** [https://research.lido.fi/t/rfp-ethereum-censorability-monitor/3330/19](https://research.lido.fi/t/rfp-ethereum-censorability-monitor/3330/19)

## We propose to do:

1. **Stable and correct operation including monitoring**  
**Period** \*: 15.04.2023 - 15.05.2023  
**Deliverable** : A website (with current features) + monitoring + stable work according to SLA terms (see below)

2. **Comparing with other pools**  
**Period** \*: 15.05.2023 - 15.07.2023  
**Deliverable** : Information about other major validators pools on the website

3. **More tooling for historical analysis**  
**Period** \*: 15.05.2023 - 15.07.2023  
**Deliverable** :

4. **Historical data availablitiy (back to 15 September 2022)**  
**Period** \*: 15.07.2023 - 15.09.2023  
**Comment** : We need info on the data sources  
**Deliverable** : A data from 15.09.2022 (the Merge) is available on the website

5. **Providing an open dataset**  
**Period** \*: 15.07.2023 - 15.09.2023  
**Deliverable** :

\* The dates provided assume that we receive the first payment before 15.04.2023, so we can begin moving the service to a cloud infrastructure.

## In return for a grant of

30k DAI over half a year, llamapay payment stream of $5k each month

## SLA terms (applicable starting 15.05.2023)

- Total uptime% per period: 96% uptime month over month
- Max outage duration: 24h
- Consequences of breaking the SLA: 50% deduction of monthly payout
