I like this proposal because it allows us to get more granular about the kinds of behaviours we most value (per GOOSE, per CROPs). And does so using sensible incentivsation schema. I am pleased to see the distinctions include Public Good operators, good Ethereum alignment, and Decentralisation Operators, who I think are defined well here (geo distribution often overlooked). Extra Effort Operators is also a nice addition, esp. LDO holding and governance participation.
The pipeline / tier model seems reasonable. CMC checks seem appropriate in terms of LDO / voter powers, especially the reassessment cadence.

Does not require additional budget. Eases efficiency / pathways to accomplish the goal. LOL has the mandate, is a little constrained by current configuration and this eases the process.

Transition from GateSeals to CircuitBreaker

A much needed update to the somewhat outdated GateSeals system which really was a kind of stop gap. We need something more generalisable too, in case of a multipronged attack. I am mindful that every GateSeal renewal requires a gov process, which seems clunky. Override authority remains with the DAO, which for me is an important guarantee.

Addresses a long-standing demand for accrue value to LDO. This is a mechanism that neatly links protocol performance to the token. The 40m target is within reasonable bounds. The 50k / 10m caps look sensible for the moment, though may be revisited. I also like the integration into the wider DeFi ecosysem, so we don’t just have idle LDO. The Emergency Controls allow token holder oversight. This is a very well thought out mechanism.

I think the reasons for extending make sense in the context of protecting the DG experiment, which has strong support in the Lido community write large. The Immunefi event and the wider threat context means that we should keep this additional year. AI has changed the terrain and we need to be extra cautious.
