I would add that an allow-list itself is not enough. We also need a must-include list. If Lido’s allow-list included a vanilla relay, and NOs had the option to connect only to this relay, then goals 1-3 from the optimal policy analysis (maximize APR, maximize Eth security, minimize hiding risk) would no longer be satisfied. So we can always add more relays that pass a certain quality threshold, but these have to be purely additive.
