Rationale:
The previous CSM becomes CSM 0x01 and a new module joins the party: CSM 0x02. The reason for 2 CSModules is because supporting the two types of validators (0x01 and 0x02) is a nightmare.
This comes with a 2/8% split between N.O. and DAO, making it fairly profitable for the DAO and at the same time gives the capital multiplier for N.O.s that made CSM so attractive in the first place.
20% combined stake share cap for 0x01 + 0x02 CSM is, I hope, part of the conservative approach to new modules, and I expect to see the % rise.
