Update Easy Track setup for Liquidity Observation Lab to align with EGG

TL;DR

The Lido Ecosystem BORG Foundation (the “Foundation”) proposes updating the Easy Track setup for transfers to the Liquidity Observation Lab (LOL) multisig:

  • increase the stETH transfer limit for the existing LOL Easy Track payment setup from 6K stETH to 8K stETH per 6 months;

  • introduce a new dedicated stablecoin Easy Track payment setup for transfers to the LOL multisig with a limit of up to $8M per 6 months.

This change does not introduce any new budget allocation and is limited to updating the technical payment execution setup, without changing budgets or mandates.

Rationale

Under the current Easy Track configuration, transfers to the LOL multisig are constrained by existing limits and the available payment contract set. Following the approval of the LDO accumulation program, LOL is expected to handle an increased flow of funds as part of executing the approved mandate, which requires higher stETH transfer capacity to ensure timely and predictable operations. At the same time, the absence of a stablecoin Easy Track payment setup introduces unnecessary operational overhead for stablecoin-denominated operations, requiring manual swaps and adding execution steps, coordination complexity, and ongoing operational burden.

This proposal addresses both issues by increasing the stETH transfer limit and introducing a dedicated stablecoin payment setup, aligning the Easy Track configuration with current operational needs while preserving existing budget constraints and governance controls.

Proposed changes

The Foundation proposes the following:

  1. Update the transfer limit in the existing LOL stETH Easy Track payment setup

    • Allowed Recipients Registry contract — 0x48c4929630099b217136b64089E8543dB0E5163a

    • Top Up contract — 0x1F2b79FE297B7098875930bBA6dd17068103897E

    • Limit update: from 6K stETH to 8K stETH per 6 months

  2. Introduce a new LOL stablecoin Easy Track payment setup

    1. allowed tokens registry: 0x4AC40c34f8992bb1e5E856A448792158022551ca

    2. allowed recipient: LOL multisig 0x87D93d9B2C672bf9c9642d853a8682546a5012B5

    3. transfer limit: $8M in stablecoins per 6 months

    4. Easy Track contract set: payment (top-up) contract, add allowed recipient contract, remove allowed recipient contract

    • The addresses of the new contracts will be published on the Research forum after deployment.

Next steps

Subject to community support, the proposed changes will be submitted for on-chain implementation via a subsequent on-chain Aragon vote, namely:

  • updating the stETH transfer limit in the existing LOL stETH Easy Track payment setup;

  • registering the new stablecoin payment setup (payment and recipient management contracts) in Easy Track.
