LEGO: Proposal to replace Tim Beiko with Eric Siu

Greetings everyone,

As a member of LEGO council I would like to bring forth a proposal regarding its composition. Tim Beiko has been an invaluable member of the council, contributing significantly to our initiatives and providing insightful guidance. However, due to increasing commitments, Tim has found it challenging to dedicate the necessary time to participate actively in our activities and asked to be rotated for potential other candidates.

First and foremost, we want to express our deepest gratitude to Tim for his dedication and the wealth of knowledge he has shared with us! His contributions have been instrumental in shaping the direction and success of the LEGO Council. We hope to continue collaborating with Tim in other capacities in the future.

Introducing Eric Siu

The council would like to nominate a new candidate to join us: Eric Siu (@randomishwalk). Eric brings a wealth of experience and a passion for Ethereum that aligns perfectly with the mission of the LEGO Council. Below is a brief introduction from Eric himself:

Eric’s a part of the Ecodev Coordinators team at the Ethereum Foundation (EF). As he says himself they act, in part, as ‘glue’ between various teams within the EF and between EF and the broader ecosystem. Sometimes this means he’ll work on proactive/targeted grants. Sometimes this means internal memo writing. Often though, the work entails facilitating collaboration among non-EF ecosystem orgs.
Before he saw the light, spent some time in tradfi doing long-term public equities investing and investment banking.

As he mentioned: “I think Lido is a positive, long-term actor within Ethereum and I would be excited to be a (small!) part of that via the LEGO Council."

Proposal for Snapshot Vote

We propose to hold a Snapshot vote to approve the replacement of Tim Beiko with Eric Siu on the LEGO Council.
Additionaly, the LEGO Council seeks DAO approval to change its composition without a Snapshot vote in the future, as long as at least 5 original members remain, and the current vote to replace Tim with Eric receives enough approval from LDO holders.

The original composition for this purpose is:
<Alex_L; Eric S; Izzy; kadmil; katernoir; kethfinex; Sam K; vsh>

For each rotation, the council will verify that at least 5 original signers remain. If fewer than 5 remain, the council must propose a new composition to the DAO via Snapshot vote.

At the same time:

  1. in case the person is rotated the process is:
    a. Council reviews and vote for a candidate on internal vote;
    b. If accepted new council member verifies their address publicly;
    c. Council signs the replacing transaction.
  2. in case the person remains the same and
    a. there’s an access to current key - council member additionally verifies new address by a signature from the current address;
    b. no access to the key - council member in that case should verify their personality to the other members of the council via other sources (social network account + video call or in other sufficient method of the council’s preference).This vote will allow the community to formally endorse Eric’s membership and ensure transparency in our governance process.

Voting Details

  • Proposal: Replace Tim Beiko with Eric Siu on the LEGO Council.
  • Voting Platform: Snapshot.org
  • Voting options:
    • For - Replace Tim B. with Eric S. in LEGO Council, provide the council with ability to rotate members/addresses without Snapshot vote in certain described circumstance;
    • Against - Offboard Tim B. from LEGO Council (update multisig signing threshold to 4/7), all changes to LEGO Council will still need go through approval at Snapshot vote.

LEGO Council believes that Eric Siu’s expertise and enthusiasm will make a significant positive impact on the LEGO Council and new signers rotation rules should improve multisig administrative operations, decrease voting fatigue.

Snapshot vote will be started following a 7-days discussion period, if no pushback is received in this thread, the link to the vote will be provided here if that’s the case.

Thank you for your attention and continued support.

UPDATE
Added proposal to grant the council to rotate multisig signers without a dedicated Snapshot vote in certain circumstance.

Has the LEGO Council considered proposing to the DAO the ability to rotate members at the Council’s discretion, without requiring an additional DAO vote, but with a 7-day community notice on the forum prior to the rotation?

I believe the LEGO Council has been functioning effectively and has proven itself as a responsible body. This could help alleviate the voting burden and fatigue.

Great point, thank you @Jenya_K!

I’ve updated the proposal accordingly, marking it in the text.

Acknowledgment

Tim Beiko’s tenure with LEGO began in May 2021, and their lasting contributions to LEGO are self-evident (Souce). Since joining LEGO Beiko contributed necessary insight to keep LEGO Ethereum aligned. It is bittersweet to see them move on to other priorities. We wish you well @timbeiko.

Expanding The LEGO Committee

Nonetheless, this is an opportunity for LEGO to find someone equally as passionate to act as LEGO’s Ethereum aligned voice. With Eric Siu, LEGO receives a comparable member who strongly grasps Ethereum issuance, macroeconomics, and MEV discussions. Complimentary to their foundational Ethereum knowledge is their previous experience working on public goods programs at CryptoShire and long standing participation in Lido DAO research forum, starting at June 2022 (Source).

Altering The Checks & Balances Of LEGO For Routine Operations

In regards to council member addition, we believe the alteration to LEGO’s checks & balances is a positive shift from the current overhead that requires a snapshot vote. The same reasoning behind the integration of Easy Track – to remove uncontentious and routine operations from requiring approval of the DAO agent – applies to this request to expand the powers LEGO is solely responsible for.

  1. Have the LEGO members considered a concrete definition for what constitutes an “original” member?
    a. For instance, if “original” is defined as a member that has been a part of LEGO since the genesis then it would include: “vshvsh - General, Tech, kethfinex - Admin, Community, Jules_Jules1 - Community, kadmil - DeFi Integrations, skozin - Ethereum Liquid Staking, katernoir - Validation Tech” (Source). Of these six members Vasiliy, Kadmil, Kethfinex, and Sam are those we can identify based on username, possibly indicating that 5 “original” members do not remain.

  2. If this proposal passes, is it implied that the vote to change LEGO’s composition will happen on the forum, similar to TMC votes (Source)?

me believes the proposal says „as long as at least 5 original members remain”, it’s referring specifically to that new 8-person roster (the names in the post: Alex_L, Eric S, Izzy, kadmil, katernoir, kethfinex, Sam K, vsh). So in practical terms, “original” = those 8 signers once Eric has replaced Tim.

Me believes the Council will perform an internal vote on the new candidate via the Forum, similarly to what you linked. The new member publicly verifies their address on the Forum. And then the Council signs a multisig transaction to finalize the swap.

This is me interpretation.

All the best to @timbeiko and we appreciate all his work for Ethereum and Lido. With the experience and background that Eric has suggests he could contribute significantly to Lido’s ecosystem development and institutional relationships while maintaining strong ties to the core Ethereum community. Ahead of the snapshot it would be great to hear a couple of points on the following, @randomishwalk -

  1. Time commitment: Given Tim’s departure is due to time constraints, it would be good to confirm your own availability? Brief description and understanding how this role would fit with your EF responsibilities as well as a disclosure of any potential conflicts of interest between (any other) roles.
  2. Transition period: How knowledge transfer from Tim will be handled; integration plan into existing council processes and a timeline for assuming full responsibilities.

Both answers are perfectly correct, ty @DeuceeDeuce!

Hi, thanks for the questions! Will answer them in turn below:

My understanding is that the general time commitment for the role would be a few hours per month, with potentially some flex upwards should there be a specific grant(s) that I may want to shepherd along a bit more. If that is the case, I have the bandwidth to be an active member here.

I don’t have any commitments outside of my current role at EF.

Will cite the 2024 report as to my rough responsibilities at EF, but in short I think there may be a lot of areas of potential synergies and productive overlap:

The Ecodev Coordinators team serves as a resource within the Ethereum Foundation. Their main focuses are project management, cross-team support, ecosystem connectivity, strategic initiatives, and short term tactical fixes. They have established proactive grant programs, facilitated collaboration among non-EF ecosystem organizations, organized and led major protocol-focused conferences, and produced comprehensive reports on critical topics.

Great question. My thinking was that, should the Snapshot go through, the first immediate step would be for me to check in with both Tim and existing LEGO council members. I can’t quite do my role without first understanding the Lido community’s strategic priorities and, more specifically, where I ought to be spending my focus given my background/expertise – so that would be the first thing on the to-do list!

I would think that getting integrated into existing processes should follow from there, after aligning on the higher-level topics.

We fully agree with replacing Tim Beiko with Eric Siu and moving toward an “optimistic” approach to council membership changes without requiring a full DAO vote. However, @Jenya_K 's feedback regarding a 7-day community notice does not appear to be reflected in the Snapshot text, even though @Alex_L agreeed to it.
Unless it is explicitly included, we cannot support a proposal that effectively weakens the DAO’s oversight of council composition.

Yea, I agree with @Tane it’s missing this 7 day notice part.

But as @DeuceeDeuce says, then confirmed by @Alex_L :

That is effectively a forum notice, although might be shorter than 7 days. Nevertheless, I find that the 5 members requirement of the <Alex_L; Eric S; Izzy; kadmil; katernoir; kethfinex; Sam K; vsh> set is good enough and shouldn’t get on the way of the vote.

Also, someone should update the members on the site: LEGO: Lido Ecosystem Grants Organization !
